Our word is not our bond

Reading about Bill Clinton breaking a big deal Bush I had made with Russsia early in its breakup troubles (unified Germany in NATO but NATO wouldn’t expand east of Germany), and having seen how Trump repudiated many Obama deals, I’m starting to wonder how we change our politics so the world can see us as a stable promise-keeper.
