Horowitz in a nutshell
A shorthand version of [the Horowitz Inspector General] report: Here are 50 facts that can be explained only by FBI incompetence or political bias. We find no documentary or testimonial evidence of bias.
I have read the Executive Summary, and this does not seem hyperbolic to me. Horowitz even notes, several times, the lack of any adequate explanation for the mistakes.
UPDATE: The premise (incompetence or bias) is flawed. A third option is “habitual lawlessness.” It is the likeliest, but Horowitz is now investigating FISA practices more generally, so we should find out in due course whether the FBI is routinely and habitually lying to FISA courts.
